The Counter-Terrorism Fly Team Rehabilitation and Reintegration Toolkit Program
The Fly Team is an innovative global initiative launched by Hedayah, in partnership with the U.S. Department of State’s Bureau of Counterterrorism.
It is designed to support countries of origin in successfully rehabilitating and reintegrating returning foreign terrorist fighters and their families.
As the international community navigates the growing challenges of repatriating individuals from conflict-affected areas, including women and children, the Fly Team offers a rapid-response mechanism to assist governments at every stage of the rehabilitation and reintegration (R&R) process.
Through expert-led consultations and field assessments, Hedayah collaborates closely with national entities and civil society organizations (CSOs) to identify needs, bridge capacity gaps, and deliver tailored, context-specific support.
Drawing on its globally recognized resources, such as the “Blueprint of a Rehabilitation and Reintegration Centre,” “A Practitioners Manual on Client Engagement: From Trust Building to Resilient Behavior,” and the “Toolkit for the Rehabilitation and Reintegration of Minors,” Hedayah equips stakeholders with practical tools to design and implement effective, sustainable R&R programs.
This initiative reflects Hedayah’s commitment to delivering timely, evidence-based support in response to one of the most complex challenges in countering extremism and violent extremism today.
