The United Nations notes that reintegration programs need to be considered carefully in light of their direct impact on fundamental rights, as well as the right to fair treatment in accordance with the rule of law. As per the United Nations recommendations, programs should be tailored to local conditions, cultures and legal traditions as well as adhering to applicable international and national laws. Hedayah’s Capacity Building Programs Department  focuses on rehabilitation and reintegration of returning foreign terrorist fighters. The program entails a practical suite of capacity building training on CVE tools approaches.  Hedayah and IIJ developed a suite a series of principles to offer a suite of practices to serve as a foundation of for countries policies and practices. The RFTF Program with governments included a 3 phase approach: Scoping Visit (meetings with key national ministries), Strategic Capacity Building Workshop (action-oriented workshop for the key government entities) and follow-on Capacity Building Workshop with Government, NGOs and Media (action oriented workshop in collaboration with the Office of the Prime Minister, CT Commission, media organizations and civil society). The first two countries targeted by this RFTF Program were Tunisia and Kosovo.
