The program stems from the original Returning Foreign Terrorist Fighters (RFTF) program developed in partnership with the National Counter Terrorism (CT) Commission of Tunisia. The curriculum aims to enhance  practitioners’ knowledge, practical skills and operational capability. The modules include theoretical foundations and practices focused on the entire CVE-cycle (prevention, early intervention, de-radicalization and/or dis-engagement, rehabilitation and reintegration). The ultimate vision is: 1) to reduce the risk of radicalization for vulnerable youth and children and 2) rehabilitate and reintegrate radicalized youth and children, including the ones returning from conflict zones. The initiative draws upon Tunisian resources and aims to leverage existing expertise and skills. While recipients of the capacity building activities are social workers, psychologists and educators, the beneficiary/target population include a) vulnerable youth and children; b) radicalized youth and children; c) formerly radicalized youth and children. The program include three phases: phase 1: theoretical foundations; phase 2: practical skills and knowledge; phase 3: operational capability and multi-agency work.
