Hedayah – The International Center of Excellence for Countering Extremism and Violent Extremism is seeking proposals from qualified organizations to provide entrepreneurship and mentorship training to support young-adults. This 12-month initiative aims to support the economic reintegration of former detainees by supporting them to develop viable, context-sensitive business plans and providing them with the necessary skills and resources to launch their own businesses. The selected organization will also be responsible for the management and distribution of micro-grants to former detainees upon the creation of acceptable business plans.

Context and Justification of Program

The socio-economic reintegration of former detainees is a critical component of reducing recidivism and promoting social cohesion. This pilot-project will focus on the reintegration of 10 individuals (5 women and 5 men) who have previously been incarcerated. These individuals often face significant barriers to reentry, including stigma, lack of employable skills, and limited economic opportunities. By providing technical and financial assistance for small business creation, specialized training, one-on-one coaching, and personalized mentoring, this project aims to empower these individuals to achieve economic independence, rebuild their lives and reintegrate successfully into society. The goals of the project are the following:

  • Facilitate Economic Independence: Set former detainees on the path to financial stability by supporting the creation of small businesses.
  • Develop Practical Skills: Provide tailored training and coaching to equip beneficiaries with essential entrepreneurial and financial management skills for starting and managing their own businesses.
  • Reduce Recidivism: Mitigate the risk of reoffending by helping beneficiaries establish viable and sustainable economic opportunities through self-employment.

Scope of Objectives

Timeline: 1 year

January 2025 – December 2025

The selected organization will be expected to deliver on the following objectives and outputs:

Entrepreneurship Training:

  • Conducting a detailed analysis of beneficiary’s skills, interests, and barriers to reintegration to inform personalized intervention plans.
  • Designing tailored training programs on entrepreneurship, business planning, and management.
  • Providing resources and tools for developing and refining business ideas.
  • Conducting workshops or seminars on financial literacy, marketing, and operational management.

Output: 10 personalized intervention plans developed

Mentorship:

  • Assigning experienced mentors to guide individuals through the business planning process.
  • Providing one-on-one mentoring and coaching to guide beneficiaries through the process of business ideation, planning, and execution.
  • Assisting in refining business plans to meet grant criteria.

Output: At least 25 hours of one-to-one Coaching and 12 hours of mentoring for each beneficiary

Business Plan Development:

  • Supporting participants in creating detailed and feasible business plans that integrate the needs and context of their local communities.
  • Reviewing and providing feedback on draft business plans, ensuring they are context-sensitive and relevant to local needs.
  • Ensuring that business plans align with grant requirements and objectives.

Output: 10 business plans developed

Contextual Understanding:

  • Demonstrating an understanding of the local context, including economic, social, and cultural factors that impact business feasibility.
  • Integrating community needs and dynamics into the business plans to ensure they are both practical and beneficial to the local area.

Output: Business plans display is context-sensitive, and a demonstrated effort was made to promote business practices that have a whole-of-community benefit.

Grant Application and Delivery

  • Assisting participants in preparing and submitting grant applications.
  • Providing guidance on budget preparation and financial projections.
  • Tracking the progress of participants and their business plans.
  • Providing regular reports on program effectiveness and participant outcomes.
  • Making recommendations for improvements based on evaluation results.

Output: 10 grants distributed, and expenditure monitored.

Proposal Requirements

Proposals should include the following elements:

 

Organization Overview:

Brief description of the organization, including mission, vision, and core competencies.

Relevant experience in providing entrepreneurship and mentorship training, especially in working with vulnerable populations.

 

Approach and Methodology:

Detailed plan for delivering the required services.

Description of training and mentorship methods and materials.

Approach to developing business plans that are contextually relevant and sensitive to local community needs.

 

Qualifications:

Profiles of key personnel who will be involved in the project.

Relevant qualifications and experience of team members, particularly in working within diverse and localized contexts.

 

Timeline:

Proposed timeline for the project, including major milestones and deliverables.

 

Budget:

Detailed budget outlining costs for training, mentorship, materials, and administrative expenses.

Justification for each cost element.

 

References:

Contact information for at least three references from previous similar projects, particularly those involving vulnerable populations.
