Monitoring, Evaluation, and Learning (MEL) Officer
JOB SCOPE
The Monitoring, Evaluation and Learning Officer supports the development and implementation of Hedayah’s monitoring, evaluation and learning strategy. The role oversees the implementation of monitoring, evaluation and learning activities across the organization, supports program teams in measuring project successes, and ensures the consistent delivery of monitoring, evaluation and learning outputs that strengthen Hedayah’s visibility, reputation, stakeholder engagement, and thought leadership positioning.

JOB SUMMARY
The Monitoring Evaluation and Learning (MEL) Officer will play a pivotal role in enhancing our program effectiveness and impact by developing and implementing robust MEL frameworks, conducting data analysis, and fostering a culture of learning and continuous improvement. This role is crucial for providing evidence-based insights that support program decision-making, reporting to stakeholders, and aligning Hedayah with international best practices in the field of countering and preventing extremism and violent extremism.
PRINCIPAL ACCOUNTABILITIES
- MEL Framework Development: Develop and implement comprehensive MEL frameworks for Hedayah’s programs, ensuring that they align with project objectives and donor requirements.
- Data Collection and Analysis: Design and oversee data collection methods, including surveys, interviews, and focus groups. Analyze data to assess program effectiveness and impact.
- Impact Assessment: Evaluate the outcomes of programs, measure their impact, and provide insights into areas for improvement.
- Reporting: Prepare and deliver regular reports to stakeholders, donors, and management, showcasing the results and impact of Hedayah’s programs, and contribute to Hedayah’s organization reporting and knowledge management.
- Capacity Building: Work with program teams to build their capacity in MEL methodologies, ensuring that they understand the importance of data for decision-making.
- Learning Culture: Promote a culture of learning within the organization, encouraging staff to reflect on their work, share lessons learned, and continuously improve program implementation.
- Best Practices: Stay updated on best practices and innovations in MEL in relevant fields and integrate them into Hedayah’s programs.
- Collaboration: Collaborate with Hedayah’s program managers, research team, and external experts to ensure that MEL activities are coordinated and aligned with program goals.

QUALIFICATIONS AND EXPERIENCE
- Minimum Bachelor’s degree in a related field (e.g., international development, social sciences, statistics).
- Minimum 3-5 years of experience in MEL within the context of international development or counter-extremism and violent extremism programs (desirable).
- Experience in designing and implementing MEL frameworks, including the development of logical frameworks, theory of change models, and result frameworks to guide data collection and analysis.
- Experience in managing data collection and analysis processes in line with ethical standards and organizational best practices including both qualitative and quantitative approaches.
- Experience using electronic data collection software such as ODK or KoboCollect.
- Experience in conducting various forms of evaluation to assess the implementation of program activities and to identify strengths and weaknesses in program delivery.
- Familiarity with participatory MEL approaches that involve beneficiaries and stakeholders in data collection, analysis, and decision-making processes and engage communities in assessing program impacts and outcomes.
- Familiarity with learning approaches to MEL, and capacity to support program adaptations based on MEL findings and to foster a culture of learning and improvement.

- Excellent command of written and oral English.
- Proficient with Microsoft Office.
- Ability to communicate complex ideas clearly, effectively and concisely.

- Strong skills in primary qualitative and quantitative research design and analysis.

SPECIAL CONDITIONS THAT MAY APPLY
- This role will be based full-time in Abu Dhabi, UAE. Applications to work remotely / from a different duty station will not be considered.
- Please note that this role may involve up to 30% international travel.
