Development Consultant - National Rehabilitation and Reintegration Expert

As a leader in the countering extremism community, Hedayah enhances understanding and shares best practices to effectively build the capacity of counter extremism actors worldwide, promoting tolerance, stability, and security. 

This role will be dedicated to advancing the work of the Programs Team who are implementing activities to support the social and economic rehabilitation and reintegration of women and children in Morocco, the RISE Program, in partnership with the Mohamed VI Foundation for the Reintegration of women and children.  

The Programs Department works to develop collaborative and contextualized training and develops practical tools to enhance the capacities of government and non-government stakeholders. This department aids in designing and implementing effective counter extremism and violent extremism  policies, programs, and projects. 

The expert will report to the Program Manager within the Programs Team and will subsequently work alongside the wider team.

Principal Responsibilities

The RISE program, formerly known as the Rehabilitation and Reintegration of Women Affected by Extremism and Violent Extremism program, began in September 2021 and aims to strengthen the skills and competencies of social workers from the 12 different centres of the Mohamed VI Foundation. The Mohammed VI Foundation is legally mandated to reintegrate detainees after their release, including those convicted of terrorist offenses, and works with their family members, including vulnerable women and children returning from conflict zones and/or exposed to extremism and violent extremism. 

Now in year three of the program, the following specific duties will be required of the Development Consultant at the direction of the Program Manager:  

Over-arching Key Deliverable 

A manual of best practices on the rehabilitation and reintegration of women within the framework of post-prison monitoring to be produced and submitted to Hedayah. 

Sub-Outputs  

  • Produce a manual of standard operating procedures, in consultation with Hedayah staff, of standard operating procedures and international best practices for the rehabilitation and post-penitentiary reintegration of women and children in the 12 different centers of the Mohamed VI Foundation. This manual aims to harmonize and standardize the different practices across the centers for further dissemination at the centers level. 
  • During the process of developing the manual, the consultant will have to meet with the Mohamed VI Foundation for a maximum of six meetings during which they will collect relevant information to assist in the formulation of the manual. This will include your attendance at a 2-day expert-meeting to be held in Rabat, Morocco, in addition to collating existing practices and materials that the center might have available. Hedayah will help facilitate meetings with the local institution and oversee the process.
  • Identify and summarise lessons learnt and appropriate case studies to inform and complement the proposed manual.
  • Support specific project-related activities when required, such as presenting work on the manual to stakeholders and engaging with peer reviewers.
  • Provide regular updates during the writing of the manual to representatives of the Mohamed VI Foundation and Hedayah as part of a review committee. 

Qualifications, Experience and Skills

Qualifications 

  • An advanced level university degree (Master’s Degree or academic equivalent) in International Relations, Law, Criminal Justice, Political Science, Social Sciences, Terrorism Studies or related field.  
  • Desirable: Interest in the thematic area of women and children and/or prison after-care, rehabilitation and reintegration.  

Experience 

  • At least five (5) years of experience in the field of rehabilitation and reintegration at the national and/or international level, including knowledge of Moroccan legislation, frameworks and rights regarding the incarceration and rehabilitation of vulnerable women and children or exposed to extremism; 
  • Advanced experience in drafting and compiling policies, manuals, guidelines and standard operating procedures; 
  • Extensive and consolidated experience working with governmental or non-governmental organizations and advanced research skills; and 
  • Background knowledge of effective rehabilitation and reintegration processes with a specific focus on women who are vulnerable or have been exposed to extremism. 

Key Skills: 

  • Planning and organization skills with extensive capabilities to work under pressure and with tight deadlines. 
  • Strong interpersonal skills to engage with the stakeholders including effectively managing internal and external relationships with diplomacy and discretion. This includes engaging with cultural sensitivity, a high degree of integrity and the ability to work in multi-cultural teams.  
  • A working level of fluency in Arabic is essential (including Moroccan dialect) both in written form and speaking, in addition to English. French is desirable.    
  • High degree of proficiency with Microsoft Office suite. 
  • Excellent written and verbal communication skills.  
  • Outstanding research, drafting, and editing skills are essential to this position. 

Special Considerations

  • The contract will be deliverables based and the daily rate will be commensurate with relevant experience and skills.  
  • The deliverables should be completed between October 2024 – January 2025, with a final draft with the Hedayah team for further consultation by the end of January 2025. Some small follow-up deliverables may be required between February and early March 2025.  
  • The position will be based in Morocco (with travel in-country) with regular remote communication with Hedayah team (based in the UAE).
