Project Overview
Hedayah is implementing activities to support the social and economic rehabilitation and reintegration of women and children in Morocco through the Rehabilitation and Reintegration of Women and Children Vulnerable to Extremism Program, in partnership with the Mohammed VI Foundation for the Reintegration of Detainees (inclusive of women and children).
The Program aims at developing collaborative and contextualized training and developing practical tools to enhance the capacities of government and non-government stakeholders. Additionally, the Program will aid in designing and implementing effective counter extremism and violent extremism policies, programs, and projects. The Program began in September 2021 and aims to strengthen the skills and competencies of social workers from the 13 different centres of the Mohammed VI Foundation which is legally mandated to reintegrate detainees after their release, including those convicted of terrorist offences, and works with their family members, including vulnerable women and children returning from conflict zones and/or exposed to extremism and violent extremism.
Against this background, Hedayah is looking to contract a Senior Educational Consultant with extensive experience in the Moroccan context, who will focus on designing an educational curriculum as customized non-formal education program, promoting strong values of tolerance and inclusion to further strengthen social cohesion efforts and reduce stigmatisation.
Scope Of Consultancy Services
The Consultant shall develop a Customized non-formal education program using a Training of Trainers (TOT) approach to equip educators with the tools and methodologies needed to support children affected by extremism. The program will focus on fostering life skills, enhancing emotional resilience, and promoting psychological healing and social reintegration, helping children to rebuild trust, confidence, and a sense of belonging within their communities.
As part of this initiative, the program will build on existing educational structures and make strategic use of current opportunities (such as school-based activities or summer camps) to ensure that teachers receive hands-on training and practical guidance. This will include support in the research, development and production of training content aimed at educators within the Moroccan context, and will include the specific deliverables as follows:
Deliverables And Outputs
- Utilise Hedayah’s internal program documentation and undertake additional further research to conduct a contextual analysis (report format within 2-3 weeks) to identify psychosocial needs of children affected by extremism.
- This should include mapping existing educational structures, community-based programs, and available resources. Assess current capacity and training needs of educators in target areas, including meeting with local stakeholders, including the MVI Foundation, where relevant and feasible.
- Develop non-formal education curriculum using a ToT curriculum approach, adapting the content to the local context of Morocco.
- Produce a practical educational curriculum with: activity guides, case studies, interactive exercises, classroom management strategies for trauma-affected children, and include monitoring tools for tracking progress and impact.
- Support Hedayah’s Program’s Department in delivering potential options for the monitoring, evaluation and learning in the design of M&E tools to measure:
- Educator competency improvements;
- Child psychosocial well-being outcomes;
- Program effectiveness and scalability; and
- Include feedback loops for continuous program adaptation.
- Provide regular updates during the writing of the curriculum to Hedayah to support the curriculum’s review and development process.
Timeline
- All the deliverables and outputs shall be fully implemented from October 2025 to February 2026 with a final draft with the Hedayah team for further consultation by the end of January 2026. Some small follow-up deliverables may be required between early January and February 2026.
- Subject to funding availability, there is the possibility of further supporting the Program in following years to Pilot the curriculum, including threshold testing and content adaptation.
Qualifications And Experience
- Professional:
- An advanced level university degree (master’s degree or academic equivalent) in International Relations, Education, Political Science, Social Sciences, Counter-Terrorism Studies or related field. Interest in the thematic area of women and children and/or after-care of children, rehabilitation and reintegration is desirable.
- At least seven (7) years of experience in the field of rehabilitation and reintegration at the national and/or international level, including knowledge of Moroccan legislation, frameworks and rights regarding the incarceration and rehabilitation of vulnerable women and children or exposed to extremism.
- Advanced experience in drafting and compiling policies, training material, manuals, guidelines and standard operating procedures.
- Extensive and consolidated experience working with children, governmental or non-governmental organizations and advanced research skills; and
- Background knowledge of effective rehabilitation and reintegration processes with a specific focus on children who have experienced trauma and/or been exposed to extremism.
- Key Skills:
- Planning and organization skills with extensive capabilities to work under pressure and with tight deadlines.
- Strong interpersonal skills to engage with the stakeholders including effectively managing internal and external relationships with diplomacy and discretion. This includes engaging with cultural sensitivity, a high degree of integrity and the ability to work in multi-cultural teams.
- A working level of fluency in Arabic is essential both in written form and speaking, in addition to English. Advanced French skills are desirable.
- High degree of proficiency with Microsoft Office suite.
- Excellent written and verbal communication skills.
- Excellent facilitation skills
- Outstanding research, drafting, and editing skills are essential to this position.
General Terms
- The contract will be deliverables based, and the daily rate will be commensurate with relevant experience and skills.
- The position will be remotely, and candidates can be global (from any country), although experience in and expertise in Morocco is needed, alongside regular remote communication with Hedayah team (based in the UAE).
- The Consultant will report to Hedayah Program Manager within the Programs Team and will subsequently work alongside the wider team.
- The shortlisted candidates will undergo an interview during the selection process.
- The contract will be awarded to one consultant upon completion of evaluation and awarding processes. However, Hedaya may keep the contact and personal details of non-selected applicants -with high potentials- on its internal database to assist with future programmatic activities.

- All proposal’s sections and any supporting documents and references should be submitted in English. Any documents in different languages should be accompanied by an attested translation to English otherwise it won’t be considered
