Job Scope

The Human Resources and Administration Manager is responsible for managing the delivery of the human resources (HR) and administration functions at Hedayah to ensure that departmental and organizational objectives are achieved. The post holder collaborates closely with senior leadership to align administration and human resource strategies policies, processes and systems to the organization’s mission and goals.

Principle Accountabilities

Strategy & Reporting

  • Integrate HR expertise into the organisation and lead the development of HR initiatives, policies and procedures to manage and develop the centre’s workforce, improving performance, ensuring legal compliance, and supporting organisational goals.
  • Prepare and present reports on HR and administration (including IT and logistics) metrics and trends to support data-driven decision-making.
  • Identify, mitigate and manage administrative and human resource risks that may impede departmental and organizational outcomes.
  • Collaborate with the Leadership team and Finance to manage the organization’s compensation and benefits programs to ensure adherence to applicable regulations and strong diligent management of resources.
  • Prepare the departmental budget and monitor the actual versus spent budget


Human Resources

  • Oversee the recruitment, selection and onboarding processes, including: posting, interviewing, hiring, contract management, visa and residency processes.
  • Manage the government-secondment scheme and internship program.
  • Facilitate proficient separation and exit process.
  • Review, develop and implement competency and performance management systems.
  • Drive practices that support a positive and inclusive organizational culture that encourages teamwork, communication and collaboration.
  • Work with leadership and line managers, including providing coaching or guidance to navigate complex people management challenges and address workplace issues.
  • Ensure that HR policies comply with relevant local laws and relevant international good practices, minimising risk to the organisation.
  • Support and promote employee Health and Safety, including during international travel assignments.
  • Lead initiatives that support employee wellness and overall employee satisfaction.

Administration and Operational Support

  • Provide Line Management to staff delivering administration functions (including IT and technical support, office operations, maintenance, and facilities management).
  • Manage other relevant administration functions including the policies, processes and systems for security, legal advice and official travel .
  • Perform any ad hoc assignment from the Executive Director and Deputy Executive Director to meet the organisation needs.

Qualifications and Experience

  • Degree level qualification in Human Resources or related field
  • A minimum of 5 years of HR management experience
  • Comprehensive knowledge of HR best practices
  • Knowledge of United Arab Emirates labour laws would be advantageous.

Skills and Competencies

  • Experienced in talent acquisition and retention, employee relations and engagement, and learning and development
  • Strong interpersonal and communication skills to build relationships at all levels of the organization.
  • Integrity and accountability with proven ability to handle sensitive and confidential information
  • Thorough and methodical attention to detail
  • Proficiency in Microsoft Office and experience of HR and Recruitment software
  • Experience working in an international or cross-cultural setting beneficial
  • Fluency in English, both spoken and written

Special Conditions

This position is based in Abu Dhabi. The post holder may be required to travel internationally.
