Project Overview

With the support of the European Union’s STRIVE II program, Hedayah aims to empower Albanian religious and community leaders with strategic communication skills to counter extremist and violent extremist narratives. A five-day workshop will be conducted to train these leaders in developing effective counter-messaging campaigns, guided by Hedayah’s “How-To Guides.” The workshop content will be tailored to the Albanian context and include global examples relevant to the audience.

Submission deadline

If you are interested in submitting a Proposal in response to this RFP, please prepare your Proposal in accordance with the requirements and procedure as set out in this RFP and submit them via email on media.proposals@hedayah.ae no later than 18 March, 2024, 11: 59 pm GMT Time.

The final selection will be based on the principle of “best value for money” i.e. achieving desired outcome at lowest possible fee.

Service Provider Role

Hedayah is looking to hire a service provider – a media production agency/director(s) of photography/videography to support Hedayah’s activity in Albania including:

  • Conducting a two-day hands-on training on storytelling, writing video script, photography and videography.
  • Lead in refining and finalizing campaign stories and scripts developed by the workshop participants.
  • Documenting the project through video (2-3 minutes) and photo essays.
  • Producing up to four video campaigns post-workshop, incorporating feedback and finalized scripts.

The selected service provider will play a crucial role throughout the project, from the workshop to the final campaign launch, requiring strong experience in media production, particularly within the Albanian context.

Deliverables

The service provider’s responsibilities are divided into two main pillars:

Pillar 1 : Media Workshop and campaigns development for Community Leaders:

  • Provide two days of practical training in storytelling, impactful messaging, script writing photography and videography.
  • Collaborate with the workshop participants to produce up to four video campaigns post-workshop, potentially including animated videos. Involve the workshop participants in the production, post production and editing phase to create the campaigns to ensure a learning by doing approach.
  • Support the launch and promotion of the campaigns online and/or offline ,including :
    • Social media training for participants to promote content online.
  • Campaigns reporting
    • Monitor and evaluate campaign effectiveness, providing a comprehensive report.

Pillar 2: Hedayah Promotional Media Requirements:

  • Document workshop activities and produce at least two photo essays focusing on human interest stories. Please find an example of photo essays that was made for a similar project
  • Cover the workshop through comprehensive media coverage, including photos and videos, to produce:
    • A 3-4 minute recap video in horizontal format.
    • A 3-5 minute documentary in horizontal format showcasing the impact on religious leaders.
    • A 1-minute recap video in vertical format suitable for social media.
    • High-resolution photographs of the workshop’s activities, both indoors and outdoors.

All raw footage from these activities must be submitted to Hedayah, according to an agreed schedule to be discussed with the selected service provider, ensuring timely access to all materials including but not limited to the workshop coverage, interviews, and photographs.

Deliverables and Delivery Dates

Pillar 1: Media Workshop and campaigns development for Community Leaders

  1. Provide two days of practical training in storytelling, impactful messaging, script writing photography and videography.
  • Provide hands-on training to the participants on storytelling, impactful messaging, script writing photography and videography
  • Refine their stories, messages, ideas and scripts for their campaigns when received and shared by Hedayah in Albanian and English.

Duration: Month 1 – 2

  1. Collaborate with the workshop participants to produce up to four video campaigns post-workshop, potentially including animated videos. Involve the workshop participants in the production, post production and editing phase to create the campaigns to ensure a learning by doing approach.
  • Refinement of the general concept of the video(s).
  • Development and Refinement of the detailed scenarios of the videos.
  • Coordination and approval of the scenarios with Hedayah.
  • Video production (types of content: short-form videos, mini-documentary, short journalistic reports, short human-interest video stories, animated video etc.)
  • Albanian/English voice titration or subtitles – on an as-needed basis.
  • Post-production (assembly, sound, processing, etc.).
  • Provision of rough-cut videos of the four videos for Hedayah’s review
  • Delivery of the final video in different formats (for TV, Radio, Web, social media…etc.) after incorporating Hedayah’s comments.

Duration: Month 2 – 3

  1. Support the launch and promotion of the campaigns online and/or offline ,including :
  • Social media training for participants to promote content online.
  • Supporting the delivery of the two follow-up-meetings with the workshop participants (online and/or face to face)), this will include to support creating a Facebook/Instagram page and YouTube /TikTok channel as well as provide short hands-on training to participants on creating social media paid ads, collecting data, and making sense of data collected.
  • Support in promoting the campaigns offline on radio, TV, newspaper and PR if needed.

Duration: Month 3 – 4 

  1. Campaigns reporting
  • Monitor and evaluate campaign effectiveness, providing a comprehensive report.
  • Supporting in monitoring and evaluating the progress and results of launched alternative and/or counter-narrative campaigns to ensure effectiveness i.e. monitoring and evaluating the reach or scope of four or more launched alternative and/or counter-narrative campaigns on target social media platform(s)’ monitoring and evaluating the effectiveness of the communications campaigns launched.
  • Developing an MM&E report on the overall performance of campaigns to include campaigns’ KPIs, analysis & Reporting.

 

Pillar 2: Hedayah Promotional Media Requirements:

2.1   Document workshop activities and produce at least two photo essays focusing on human interest stories.

  • At least two photo essays for Documentation of project in Albania to include field gathering material, editing and writing equipment, stock images (at least 10 photos, 1 photo essay, 1 human interest article with images), please find an example of photo essays that was made for a similar project

Duration: Month 1-2

2.2    Cover the workshop through comprehensive media coverage, including photos and videos, to produce:

  • Filming for Documentation of the project in Albania to include documentation video for social media and Hedayah’s website showing the context, human stories and the value of Hedayah’s activity, with English subtitles, the deliverables will be the following
    • A 3-4 minute recap video in horizontal format.
    • A 3-5 minute documentary in horizontal format showcasing the impact on religious leaders.
    • A 1-minute recap video in vertical format suitable for social media.
    • High-resolution photographs of the workshop’s activities, both indoors and outdoors

Duration: Month 2-4

Qualifications & Experience

The service provider/media agency is expected to possess the following qualifications:

  • At least five years of experience in campaigning/photography/videography/video editing, experience of editing using professional tools.
  • Demonstrate experience of conception, production, and editing of mini video documentaries and animated videos.
  • Experience in covering social, humanitarian, and development subjects will be an asset,
  • Experience with Albanian public institutions and INGOs will be an asset; AND
  • Knowledge of ethical standards in reporting on issues related to Extremism & Violent Extremism will be an asset.

Technical & Financial Proposal

The service provider/media agency is requested to submit a Technical and Financial Proposal, with a description of their experience and a portfolio of previous work

Technical Proposal:

The Technical Proposal should include, but not be limited to, the following:

  • Short profile, including CV of photography/videography-related studies, references.
  • Detailed individual portfolio (web links to produced videos) showcasing a range of work (i.e. campaigns, photo-essays, interviews, documentaries, etc.).
  • Demonstrated experience in photography/videography on social issues; AND
  • Production capabilities: quality video production, including related hardware and editing software.

Financial Proposal:

The Financial Proposal shall specify an all-inclusive fee inclusive of taxes per deliverable, which should include filming charges, transportation expenses to (7 sanjaks of Durrës, Berat, Dibër, Elbasan, Gjirokastër, Korçë, and Shkodër– (tbc), postproduction, as well as crediting, subtitling and voiceover. The Financial Proposal should be in euros (EUR), as per the description below:

Pillar 1 : Media Workshop and campaigns development for Community Leaders:

  1. Unit Price to support the delivery of the two days of practical training in storytelling, impactful messaging, script writing photography and videography.
  2. Unit price for the development of up to 4 campaigns with a length of 1 to 3 min for each ensuring a learning by doing approach. (Provide the price for one video)
  3. Unit price to train the workshop participants on social media Ads and support the launch and promotion of the campaigns online and/or offline
  4. Unit price for the final campaigns and project report

Pillar 2: Hedayah Promotional Media Requirements:

  1. Unit Price for two photo-essays
  2. Unit price for the workshop media coverage, including photos and videos, including pricing for
    • A 3-4 minute recap video in horizontal format.
    • A 3-5 minute documentary in horizontal format showcasing the impact on religious leaders.
    • A 1-minute recap video in vertical format suitable for social media.
    • High-resolution photographs of the workshop’s activities, both indoors and outdoors.
